Through these programs, the OS vendor and the ISV can work together, reporting issues they found during development with device drivers, services, kernel or system extensions, etc., requesting clarification about documentation or development tools for the OS (which may be in beta or unreleased themselves), asking about security limitations or restrictions and how they are supposed to be implemented for stability, and so forth.
ESET FOR MAC OS SOFTWARE
Some operating system vendors have specific programs where they work with independent software vendors to ensure that those ISV's applications work on day one of a new operating system's release. While I do not know any specifics about ESET and Apple, here is some general information on why a security or a utility software vendor may not have their software ready for a new operating system (or a new version of an operating system) on that OS's launch day from having worked with numerous software companies over the years:
